Not allowing sampling for the census is against Wesberry’s principle and the foundations of this country. The Census Act is behind this injustice. That is why congress needs to pass legislation giving the Census Bureau the authority to use the most accurate procedure of determining an “Actual Enumeration” of the U.S. population.
