We are all concerned that amnesty not be regarded as a reward for lawbreaking. If amnesty is given to a class on the basis of their having broken the law before, then it is by its very definition a reward for that criminal act.”
The government should think carefully before deciding to grant amnesty to those who enter the country illegally.
