On the list of people and organizations to which the questionnaire was sent there was not one economist, not one irrigator, not one mayor or city councilor, no chambers of commerce and no county officials. The Bureau of Business Research at UNM was not on the list, nor was the Department of Agricultural Economics at NMSU.
