The loss of similar submarines to the U.S. Thresher such as the soviet Kursk, and the British Beluga is living proof of this dilemma. These setbacks to society and politics are comparatively small compared to the obstruction that would be caused by a nuclear war. Peace is not a cheap commodity and must be paid for at any price.
