The definition of a convergent responder – “responders are citizens or individuals from nonemergency agencies that witness a terrorism/tactical violence event and converge on the scene” (43). Why didn’t they explain the difference between a convergent and first responder in the previous chapter? It just confused me for a while.

“…beware of diversions; there’s no rule against having two simultaneous terrorism/tactical violence events on a very bad day.” (48). September 11th was a very bad day indeed. Only after the 2nd plane crashed did people begin to realize that this was an act of terrorism. All the plane crashes that took place support the statement. We didn’t have 2 simultaneous violent events, we had 4.
