Attorney General Palmer did not cause the Red Scare but proposed that a solution would be to deport any immigrants that were participating in socialistic groups. A large number of raids on radical organizations caused more uprisings. Although the government’s actions may have suppressed revolts, chaos and fear was spread across America. The Red Scare was a reaction by the American people to Congress’ attempts to halt radical uprising.
