Not only can they explain and understand the laws and theories of circles and shapes, but they know what a circle is. Finally, having the Cardinal Virtues shows that philosophers are well rounded individuals. So, basically, it is a philosopher’s quest and love of knowledge that makes him the best ruler a state can have.
