Toxic Substances Management Policy (TSMP)
The federal government's Toxic Substances Management Policy was
announced in Parliament on June 2, 1995. This policy provides a
science-based framework for the management of toxic substances. The key
management objectives in the policy are:
virtual elimination of releases to the environment of toxic substances
that are persistent and bioaccumulative and are present in the
environment primarily due to human activity (Track 1); and

Canadian households also generate sizeable quantities of hazardous
materials. Over the past decade, many cities have established periodic or
permanent hazardous waste depots to ensure the safe disposal or recycling
of these materials. Between 1991 and 1994, the proportion of households with
access to such facilities rose from 26% to 40% (Statistics Canada 1995).
Some municipalities also distribute brochures to encourage less use of
consumer goods that contain toxic materials.
